Vice President of Human Resources

Stephanie Baillio serves as Vice President of Human Resources at Rothe, where she leads HR strategy and operations with a strong commitment to building a people-first culture that supports the company’s mission across its government contracting, NASA, DoD, and commercial operations. She oversees talent acquisition, employee engagement, organizational development, and performance management to foster a collaborative workplace centered on continuous improvement and both employee and customer satisfaction.

With HR experience spanning government contracting, chemical, and consulting industries, Stephanie brings expertise in change management, employee relations, employment law, and aligning HR strategy and practices with the unique demands of a Women-Owned Small Business in the federal contracting space. She holds a B.A. in Communications from the University of Houston and a M.A. in Human Resource Management from the University of Houston–Clear Lake, and is certified as both a PHR and SHRM-CP. She previously served as an adjunct instructor at San Jacinto Community College teaching SHRM HR certification courses, and has received recognition from peers, customers, and NASA Johnson Space Center for her leadership and impact.
